Image tremble and gets dirty on slowing motion!

Does anybody be so kind to hepl me?

Image tends to tremble at slowing motion and horizontal lines also apears on rendered movies; specialy when camera makes horizontal paning.
I'm using PIII,128MB RAM and a Pinnacle Studio DV card with Vegas Video under DV template preset.

Right click on the video event that is causing the problem and turn on the Resample switch.
