import csv as markers?

I use Vimeo review pages for notes from clients. I can export a .csv file of a client's notes on a video. Is there a way to import those notes as timeline markers, preferably with the note as the marker text? That would really save me some time. Here's a link to an example csv file: https://drive.google.com/file/d/1r3PNNuwGpV0dOSVkLIBO1nE9znA2WOFf/view?usp=drivesdk

Thanks for any help/suggestions. Also, if anyone has a better suggestion for streamlining review notes (frame.io?) I'd love to hear it.

I thought maybe vegasaur would do it, but it says it can't parse the file.

No need for a script. Very simple. Just open your csv file in Excel, copy your timecode and note columns and paste those into the Edit Details dialog for Markers. Here's the result.
