My guess would be neither. It looks like a feature to me. When it was stereo, it sent something different to both ears, for a combined double volume. Once it is converted to mono tracks, the volume (or the amplitude of the wave) needs to be doubled, which is accomplished by increasing the volume by about +6 dB.
