What do you mean by video effects? The ability to apply the effect itself (no, you can't), or the effect after its been applied to a clip (sure, just render the clip and import it into vegas).

Ulead Media Studio doesn't work with my DV video files so i can't add the effect in there then render it and transfer it to Vegas. The effect i want is "color pen" to give the animated look.

Have you tried disabling support for OpenDML 2 AVI's in Vegas when you render to see if you can open them up in Ulead. I am assuming that is the format you are using, if so I had a problem with combustion opening up my videos captured or exported to the OpenDML 2.0 file types. Once I did that it worked.
