Importing .sbv to DVDA subtitles

I just finished a very large captioning project for youtube and now the client has asked for a DVD with captions.

I can export a.sbv from YouTube but that format is quite different from .sub.

Any ideas how to convert the youtube captions to something DVDA an import?

I'm searching but nothing seems to use the .sub format, or .sub means other things to other software.

IE: here is what YouTube exports:

0:02:10.090,0:02:12.090
People can expect a lot of trouble quitting.

and what it should look like is:

0001 0:02:10.00 0:02:12.00 People can expect a lot of trouble quitting.
