inaccurate frame counts in rendered files

I'm having trouble getting still images to last for the exact number of
frames I want in rendered files. I set my project properties to 24 frames
per second, and in the Internal Options I set still image duration to
1,666,667 which is 1/6 of a second (yes, I realize this value is too high
by 1/333,333th, however this error should only result in one extra
frame every 3.858 hours and my project is only 2 minutes long). I've
then added still images to the timeline at 4 frame (1/6 second)
intervals with no overlapping. So far so good.

However, when I render the project to either .avi or .mpg files, instead
of each image taking 4 frames, they will come in a repeating pattern of
3 frames, 4 frames, 5 frames, 3 frames, 4 frames, 5 frames, etc. I'm
trying to sync the image changes to the beats of a 120bpm soundtrack,
but without them all taking 4 frames the result looks very uneven and
choppy. Any ideas on how I can force VF 2.0 to use the same number of
frames for each image?

Interestingly enough, when I render to a RealMedia file at 30 frames
per second, each images gets 5 frames (1/6 second). VF is able to
handle this format properly even though it's at 30fps and my project is
set up for 24fps.

I've also tried a "pixellation" type animation by capturing one frame at
a time manually (using Ulead Media Studio 5.0, since VF's video capture
doesn't have this feature ... yet). The source file I captured is a 24fps
.avi file, which does indeed have one captured frame per frame. But
when I render it to .mpg or to another .avi file in VF 2.0, every other
frame is lost and the remaining frames are doubled.

And yes, rendering to RealMedia includes all the frames (has Real
created the perfect format?) although the conversion from 24 to 30fps
added some extra "tweened" frames by crossfading adjacent frames.

On the topic of "tweening", When a 30 or 29.97fps file is rendered to
24fps MPEG, VF 2.0 resamples the frames and appears to create a
pattern such as:

out 1 out 2 out 3 out 4 out 5 etc.

Is there any way to tell VF 2.0 to not resample in this manner? I would
far prefer having every 5th frame simply dropped instead:

out 1 out 2 out 3 out 4 out 5 etc.

Mixing adjacent frames together when resampling causes the output to
be noticably fuzzy and the images doubled especially when there is a
lot of action. I've tried setting Motion blur type to most of the available
choices with similar results for each.

Try creating a project with a project frame rate of 24 fps. This will give you a better wysiwyg experience and hopefully eliminate the frame rate mistmatches between the project and the final render.

Yes, thank you, that was the first thing I did when starting the project. I
set the project properties to 24fps before adding any media at all.
