Increasing TL photo resolution?

Is there a program or plug in to increase the resolution of a TimeLine picture grab to true photo quality? What would you suggest? Is this hopeless and I,m Stuck with 640x480? John.

Standard Definition Video is normally 720 x 480 NTSC non-square pixel (640 x 480 square). There is no way to increase the resolution of a frame grab from SD video.
