Did you try another Audio Device in Options/Preferences?

@Donald-Penn @Set found an issue, I think it was an Asus Rog motherboard, he resolved it by removing, uninstalling, Sonic Radar 3 and Sonic Studio 3. The issue is with a driver that needed to be stopped, or removed. Just a shot in the dark, but you have a HP.

@JN- - probably this one is different issue. What you describe affected only the UI (user interface).

Sounds like the Win10's system damaged... but very unlikely to be caused by VP17....

Perhaps try reinstall the audio driver of Win10?
