No. DVDA does not do any editing / splitting / merging of any kind of MPEGs.

There are some programs that will allow you to work with MPEG files rather painlessly. My favorite ones are at http://www.womble.com, but there are others as well. The Womble products a bit expensive if you don't plan on editing MPEG2 files often, but they do have free trial versions.

Depending on what you are trying to do, you may be able to accomplish this with in/out points.

Drag the first clip into DVDA twice (it will help later if you rename the second instance). Then drag in your new clip.

Navigate into the first instance and using the timeline, set your out point, set the end action of the movie to link to your new clip.

Navigate into your new clip and set the end action to link to the second instance of your original clip.

Then navigate into the second instance and set your in point - hopefully you aren't worried about having either in/out point being frame accruate - 'cause that ain't gonna happen.

All done. Note though that the transition from one clip to the next will not be seemless, but if you do the transition on black, then it's unlikely to be noticed.

If you need frame accuracy or seemless transitions, then your best bet would be to go back to your original source material and create exactly what you need.
