VideoFactory 2.0 doesn't give you the ability to create menus for the file. It just takes the MPEG1 and burns it. You can insert metadata commands in the file, but that is a feature useful for .wmv and .rm encoding for streamed media, not specifically for VCD authoring.

If you are seeking menus for your VCDs you should use VF as your non-linear video editing tool, and use a different application to write the file to CD (one that creates indexes, etc.). You can learn a great deal more about creating vcd's here:
