Home Made Movie is an animation technique made famous in the sixties by the Scots-Canadian innovative and brilliant animator, Norman Maclaren. It is basically shot with a stop motion camera which snaps a frame of the actor after he jumps into the air and before he drops back to his feet.

Maclaren coined this technique "pixilation" a carry-over from the name pixies, little mythical people who flit around like fairies. Anybody with a stop motion camera can do this and it's a lot of fun. The effect can be extended by having the camera also swivel on its tripod, frame by frame, following a character in midair fly around a room etc.

i would think you could also do the first effect by videotaping the footage with a fast shutter (so it doesn't blur as much) & then manually edit the frames. :)

The second one looks like they shot footage of the backdrop by itself then shot footage of her in front. then used a difference mat to eliminate the background in her layer while she did what she's doing. then applied different effects to her layer (like twirl & such). Most likely a separate FX package because i don't know of anything in vegas that can twirl like that.
