Interlacing - field order & flicker...

Two (related?) questions:
1. my project files are HDV 1080 60i from Canon HV20. In the "Properties" window it lists "field order" as upper field first. I routinely render these files out to the DVDA widescreen NTSC default template. Today I noticed that the DVDA template lists the field order as lower field first. Does this matter? Should I switch fileds?
2. On a current project I have included a bunch of still photos with crop/pan effect (zooming in and out). I notice the interlace flicker is pretty bad on the finished DVD while the zooming is in effect. I tried the "reduce interlace flicker" checkbox in the event's properties, but no help. Any ideas on how to tone down the flickers?

1) Have you seen problems with interlacing on your DVDs? It shouldn't make a difference because it has to resize the HD file to SD anyway and it deals with the interlacing then.

Any ideas on how to tone down the flickers? Still photo flicker reduction
