I would say the software used is BluffTitler.

Yup, definitely looks like made with BluffTitler. Someone did a lot of work to make then templates. You can do the same with BluffTitler and a few BixPacks, then modify them to be what you want, or just create your own.

Assuming that the following is Bluffmaker's website - https://www.outerspace-software.com/blufftitler - there is a free trial download available so that you can form your own opinion in addition to taking into account any opinions from others on the forum that may be posted here.

Is BluffTitler hard to learn?

Not easy, but BT comes with dozens of Templates (and buyable Bixpacks, which are themebased Templates packages) which are quite easy to change to your own preferences.
