You can already set a kelvin color temp for RED raw files in Vegas. Right click the media and select File format properties.

This only works for RED raw files. In general, just like with DLSRs, you can only set a kelvin color temp on camera RAW data.

is there a non-RED way to do this in vegas?

Unless you're working with RAW then correctly images shot with the wrong colour temperature is always going to be problematic which is probably why there's no one click fix for this in Vegas or most NLE's for that matter.
The tools that have always been in Vegas such as the three vector colour corrector will get the job done as well as it can be done.
Personally I use the Colour Curves in conjunction with the RGB parade scopes.
