Nothing is being done to the event but if you look, you'll also see that it's showing recompressed frames as a result of the filter being put in there. While it's not doing anything, you've still effectively told the event that there is a filter inserted, regardless of it's settings. So yes, I'd say that this is a normal behavior.

Thanks for the response Spot. What strikes me as strange is that on some DV footage that has some slight pixelization (dues to the complexity of the shot) the change the filter makes is pretty drastic.

if you have your preview screen set to preview auto you will see what you are seeing if you add a FX and leave it set to zero ..if you change your preview screen to preview FULL you will not see any difference between having a FX with no settings vs. un plugging the fx ...

I'm sorry but I'd tried that with the Sony Sharpen Filter and you can see differences between the effect on and off with its slider completely in cero.
