Is this XPS laptop better than my old desktop?

I have oppotunity to buy a Dell XPS 15 9570 laptop at half prize, with the following specs:
i7-8750H (9M Cache, 4.1 GHz)
16GB 2666Mhz RAM
Nvidia GeForce GTX 1050 4GB

Wll that be an significant upgrade from my desktop PC?:
i5-4690K 3,5 Ghz
16GB 1866 Mzh RAM
AMD Radeon R9 290X 3GB

My edits are GoPro recordings in 2,7K/4K 60 fps. But I'm so tired of the stuttering in the preview window, even if I create proxys.
I can live with the long rendering times, but I need at to be able to see what is going on in my workflow.

I cannot advice you, while I don't know and cannot see how your old and new hardware behave normally, but I can show you the behaviour of that kind of footage on the laptop from my signature working in a ( beginning) project of more than 2 hours GoPro 2,7 K AVC material on VMS 15 Pl.
