Is Vegas 2.3 VST compatible with full-duplex MIDI?

I'm trying to get vegas working with this VSt plugin: http://www.robertvanya.info/midevice/Products.aspx
The plugin is not showing up when I scan the for the dll file in the VST folder from Vegas. Can anyone verify if Vegas meets the requirement of "VST 2.3 compatible host with full-duplex MIDI implementation"

Vegas support VST fx plugins, not VSTis, though some VSTis will show up as fx also.

Vegas does not provide MIDI io to VST plugins. If a plugin asks if it can send MIDI, Vegas says no. If a plugin asks if Vegas can recieve MIDI, it says no.
