Issue might have been caused by Windows Sandbox/Virtualization.

I am slowly downloading the new update, but I had Sandbox enabled for my OS (Windows 11 Pro)

And I wasn't able to launch Vegas Pro even with the internet disabled, after disabling Sandbox(that requires a restart)

I was able to launch it again(without internet).

Thought this might be useful for someone and or devs.

For me even disabling the internet was not working until I turned off Sandbox.

For some reason my malwarebytes is blocking the download... It's ok I'll wait for the original one to finish downloading.
