It's Full of Stars

I have a REALLY cheap Samsung camcorder that I keep around for the beach and such. I was looking at last summer's video the other day and noticed that on the frame just before a cut, there were stars...square, 3 x 3 pixel sprinkels of artifacts that I had never noticed before. The frames had 3 to 4 "stars" and were random from cut to cut.

What would cause this anomoly. Dirty or worn heads? Moisture? Bad tape? Cheap camera? Any ideas?

If it occurs right on a cut this isn't unusual particularly if the camera was switched off between clips and it's a blank tape.
What happens is the tape unthreads and when you switch the camera back on the next recording is not in 'sync' with the previous one.
If it happens in the middle of a clip then it could be anyone of a number of problems, usually a head clog but it can be faulty tape, guide alignment etc.
