Is your media on a firewire drive? If so, that may be your problem

In Vegas, the files are being recompressed on the fly. Vegas doesn't edit MPEG well, wasn't designed to. And any time you are recompressing on the fly, you're gonna drop/skip frames. Premiere edits IBP frames, and so playback is smoother. But avi's aren't as smooth or drawn in the same manner as Vegas does it, so there are benefits to both. Ulead's media studio pro edits IBP frames too, but it's real time playback isn't exactly real time.
Don't know why you'd be getting jerkiness in DVDA, unless those files need to be recompressed again there due to faulty project settings.
