Not enough information.

Does it happen to all the photo's or just some? Does it flicker and jitter for the entire 2 minutes or just at certain parts? How did you render (as in what type of settings did you use)?

Does it flicker in Vegas in the preview window - or just in the media player window? Does it flicker in all media players you have (assuming you have more than just WMP) or not? Does it just flicker on your system - have you tried it on another system...with what results?

Have you tested other images (either before or after) and did you get the same results?

When I render as an MPEG2 the ficker goes away. It would only show up on certain photos such as leaves or a whicker chair. Is this normal?

Sounds like it could be some interlacing issues with how the rendering went with AVI.

Without a little more specifics - yes...this can be normal. But it sounds like you have already determed a work around (rendering to MPEG) - so half the battle is already won.

Have you right-clicked, opened "Properties", on each still and checked "reduce interlace flicker" on each still?

Also, some geometric patterns such as narrow pinstriped shits, woven designs, wicker furniture will cause this in video in general. Has to do with a bunch of scientific visual stuff.

When using hi-res photos in Vegas, make sure to set "Full resolution rendering quality" to "Best" in the Project Properties dialog. This will make sure the highest quality downscaling algorithm is used, which will create artifacts like you're seeing on leaves and wicker chairs.
