Jittery SVCD Output

After rendering a SVCD file, I am finding that most transition scenes (both stills and captured video) appear to be jittery during playback. This occurs whether I use Vegas to create the video or use TMPGenc via an uncompressed AVI file. I have tried various bitrate settings (both variable and constant) and resolution sizes without luck. The same project rendered to vcd or avi plays without the jittery motion.

According to VCDHelp, my RCA-5240 DVD should play all SVCD files. I have been creating a lot of XVCD files using the Vegas templates, and all seem to play flawlessly on my DVD – even at very high bitrates. Anyone with suggestions of things to try in the Vegas or TMPGenc templates?

It feels like a field order problem - check that the project settings match the source clips, and the MPEG encoder settings match the project setting.

VCD doesn't have the problem because MPEG-1 is always non-interlaced.

Thanks for the suggestions -- but, I already had checked that possibility. All field orders check OK. Not sure what else to try?
