Jog edit

I am very new to Vegas and I am not sure I know how to describe the effect I am looking for. Is it possible /easy to do a jog edit where the video syncs with the audio beat?

There is no direct link between Audio and Video - I know . . pity.

However, and if I've understood your "Jog" thingy, you can tap the M key for a Marker placement. This will put a "natural" beat marker. Now maybe you could try "syncing" a Velocity Envelope's POINTS to the changes of the beat Markers you've put in. Messy, time consuming and well not what I would want to do. But a function that all of us would love. I'd like to have the MAREKRS appear on the Fx timeline too! But we don't have it.

However if you just want to edit to a beat and put video EVENTS to the markers . . stand back!
