jpg as video overlay

I want to use some jpgs as overlays to a video event in VMS8.
I want each jpg to be exactly 3secs long and for each jpg to fade into the following jpg over 1sec.
How can I accurately control these time lengths?

To control the length of new stills when adding to the timeline. Go to Options > Preferences > Editing and change the "New still image length" to 3.000.

For the transition, change (in Editing) Cut-to-overlap Amount to 1.000.
