I normaly save them as TGA (or PSD) and PNG, and use the PNG's. I have the other ones for archive/editing.

First of all, Vegas handles PNG files natively, so chances are they will load faster as you noticed.

Secondly, JPG files are based on a lossy compression scheme and they will never look as good as the original scan. (But if you save them using a conservative enough compression ratio, you will be very hard pressed to notice the loss.) 24bit PNG files are lossless and will look every bit as good as the original scan. There is an 8-bit variation on the PNG format which will definitely degrade the quality of your scans because it will reduce the scan to a pallette of only 256 colors instead of the 16.7 million of a 24 bit format.

If quality and speed are both issues, then 24bit PNG is the best bet.
