Go to Options->Preferences->Editing, and there will be a choice for "New still image length", and you can type in 10 seconds there. Then hit ok.

I don't think there's an easy way to change the length once they've been added.

As for having them overlap... you can probably do this via scripting. I haven't played with scripts in VV4 yet at all, but I bet someone else can probably point you to a script that does this.

You can change their length just like any other video clip with the usual left click on the leading or trailing edge. And you can apply effects, "overlay" them for fades or add tranitions, etc.

Right beneath the New still image length setting is a setting for overlap. Enable this and set it to the default overlap time desired.

A good friend of mine, Ted Finch, taught me a super trick for making super fast cut single and double frame cuts. Set the preference for the still insertion at one or two frames only.
Then grab your stuff, and away you go... instant MTV.
