I just purchased, downloaded, and installed V4 and the plug-ins and transitions from the Plug in Pack are there. I did have V4 beta installed, but uninstalled it before I began the install of V4. Things are great so far!

I don't think you have to wait for an official email. At least I hope not because I just ordered mine and everything went smooth. I found this link at creativecow.net:
