My guess is that whatever media is at that point is defective.
Delete it or replace it with something else and see if it will go past that spot.

Kernel32.dll is the Windows kernel, the most important file of the OS, which contains most of the basic functions Windows offers to applications. If it crashes there, it means two things. One, the software (be it Vegas or one of its many plug-ins) passes an invalid parameter to a kernel function. Two, Windows does a sloppy job checking its kernel parameters for valid values (it should just return an error to the application, not crash).

And yes, it is called kernel32.dll in both, 32-bit and 64-bit Windows.
