key framing

I've got a question key frames.

lets say I create a video track and place a solid color gen. media on the track.
when I create the solid color I create it with a length of 1:00 minute.

When I go to key frame it goes to 1 minute
but then
one a second video track i import a avi that is 16 seconds perfect in time
when I go to the motion tracker the key frame stops at 1:59:26 instead of 0:00:16
the event crop and pan defualts to 0:00:16 along with the effects but the motion tracker does not default to the time of the clip.

My only guess is that it is because the motion tracker is applicable to the whole video track rather than just the clip.

If I'm not clear on this can someone explain to me how it's supposed to work?

You are correct. The Track motion keyframe set is relevant to the entire length of the project, whereas the Generated Media and Event keyframe set is relevant to that individual piece of media.
There are basically 3 different places you can access keyframe sets in Vegas.
Event level, which is each individual event/clip/still/generated media on the timeline. Keyframes modified at the EVENT l;evel affect ONLY that event.
Track level, which is the entire track containing Events. Anything applied at track level is keyframed and controlled across ALL events contained on that track.
Project level, which affects all media and tracks in the Project. Keyframes applied here will affect both Tracks and Events.
