In a way it depends on the media.

If you are using generated media then the keyframes have no relation to the timeline at all - instead the keyframes are related to the length of the generated media clip. To make the clip longer you need to enter a new value in the 'Length' box at the top of the media generator window.

Track FX/Track Motion keyframes relate directly to the timeline - 1 sec=1sec, 40 sec=40sec.

Event FX/Pan Crop keyframes again relate to the timeline, but based on WHERE THE MEDIA IS PLACED on the timeline. So if you have a 10 second event at the start of a project, a keyframe at 1sec = 1sec on the timeline. If you move the event so that it starts at 30Seconds on the timeline, a keyframe at 1sec = 31sec on the time line.

The most important thing to watch is the 'Sync cursor' button in the FX/Motion/Pan Crop windows. It 'moves the cursor in the keyframe controller timeline to correspond to the track view cursor' when switched on (to quote the 'what's this' popup!)
