Thinking about your question again I'm not entirely certain my previous answer addresses your question. If you were referring to the track fade to color then that's where you need to go. But then I thought 'background' color.

Background color for what? Maybe I missed something.

You can also visit OPTIONS>PREFS>EDITING and set a default color there.

If you just want a temporary change, you can put a generated media solid color of your choice on a lower track.

For some reason that doesn't seem to change anything. Still black!
Options > Pref. > Video > Default > I change the colors in the two available windows there - but the change doen't show in the Preview window or as I fade in or out of a scene
I also tried White to no avail.
