The top timeline placement issue in VP23 was covered in the following forum thread:

This was fixed in build 302 of Vegas Pro 23. 'View/Window Layouts' has a 'Timeline Top Layout' selection, so if you haven't updated to build 302 as yet doing so should give you the option of the timeline being at the top of the UI.
