You will access 0.01 steps by holding the Ctrl key pressed while using arrow left/right.

PS you'll need to type a value into the appropriate box, if there is one. And even then may not resolve that small.

Did not yet find a way to step by 0.001 with arrow left/right for the OFX parameter. Except of typing in exact values the finest way I know about is holding Ctrl pressed while dragging the slider with the mouse. Carefully handled this allows for 0.001 steps.

Moving by increments less than a frame is useless. Whatever effect levels occur at the beginning of the frame last for the entire frame no matter how many more keyframes you add after that ... because, a frame is a frame.

It's not about keyframes but the filter values.
