levels in vegas

has anyone noticed that if you record in multiple mono files (like transferring DA-88 tracks) digitally (with
no gain), Vegas completely disregards the levels that were on the tape? The level that is on the
corresponding track is not close to the original level, it sometimes is lower, sometimes higher. If you solo a
track, let's say #4 which was 88 track 4, assign it to the right channel of one of the Busses of a digital
stereo card, it will double the gain of the track when you've panned it full right. If you take the mono track
#4 and then pan center, you have your original level from the tape. If you lower the Aux send, it has no
effect after you've set it lower . Why would there be so much level compensation in this software? Why
screw around? The signal flow chart for the software shows a normalizer on the first part of the chain, what
exactly is that doing there, and is it always active?

BTW, running the same multitrack test described above in Samplitude 2496 and SAW Pro gives the results
one would expect; the same level on the mono file that corresponds to the track, and playback of only that
track gives the same level ouput as the tape.
