Honestly, I do not know. One way to check is to select the upgrade option and see if it allows you to purchase it. The other option is to send an email to the sales team.
I should add that the purchase of an annual subscription at some point would qualify you for the upgrade, but monthly, I am not sure. I think it only worked if you were using a monthly subscription for a year or more. I am not involved with these licensing decisions, so I am afraid I am not 100% sure.
