Light Ribbons, the universal effect

Anyone who has seen stuff like the BET awards and a Direct TV commercial has seen these. These streams of ribbons and fat white or emmited lights that go everywhere around the screen. Exactly how do you do that?

not seen the ones you mention, but by your decsription I would say its Trapcodes stroke plug for After effects

Trapcodes? It's specifically something you can do in After Effect? Or is it an After Effect?

stroke is a plug in offered by a company named trapcode that is made for adobe aftereffects.
