light saber effect

Does anyone know how to create a decent light saber effect (I'm willing to buy a program for a few hundred dollars). I do have Video Factory 2.0, and a lot of patience for rotoscoping or whatever I have to do.
I am unwilling to buy Adobe premiere/photoshop/after effects-- too expensive. Is it possible? Please tell me it is, and how to achieve it.

There is a program called Alam-DV which can do all sorts of special effects including light sabre effects. I haven't got around to buying it myself just yet but plan to do so in the near future. Take a look at http://www.csb-digital.com/alamdv/
