lightsabers and other effects

Does anyone know how to do things like lightning effects or lightsabers. I'm having trouble just figuring out how to blur someones face let alone lightning coming from somone's eyes. any help would be appreciated.

I recently made this video using ONLY Sony Vegas, but it was with the "Vegas Pro" version, I don't think you can do this with the Studio or Platnium versions:
