Lines through an MP4

Hello everyone,
I am having an issue with rending a 4 minute video. It's HD with a good deal of FX. I just notices that the final render has lines through out the film at major scenes.
Mostly when there is a lot of motion. The lines are horizontal and I know I have seen them before and fixed them but for the life of me cannot remember how.

I used these settings from: http://eugenia.gnomefiles.org/images/mainconcept1.png

then upped the frame rate to 14 over 10.... reduced it but still continues.

I'm starting to sound like a broken record... Did you choose a deinterlace method in the project properties?

No... what should it be on? right now it says "none"

is that my issue?

Yes, that's your issue. Set it to "interpolate" and leave it set there permanently.
