i'm not sure what exactly to call it but I'm looking for some kind of image or graphic that I can use for a training/tech video.
best way I can describe it is like an electronic or computerized display.
Ya Know as if you were looking at the underlayiong video track thru say an electronic microscope or rangefinding binoc's.

Like possible hatched crosshairs and data in some lower boxes.
I thought Kelly might of had something close on his website but no such luck.

Look at ARTBEATS Control Panel library. They've got exactly this sort of thing.

Thanks Spot , those are sort of what I'm looking for, but actually something with out the backround video.
Actually, I'm looking for something like the Panopticum plug in like this:

I gotta go look back and see if I can use it with Premiere 6.5 but then I have to reinstall Premiere, and Ibrush of the dust, cough cough.

If you've got Autocad (and a vague idea of how to use it) you could draw anything vector based in that.
In fact you can import a still image into a layer to help with positioning. I'm not certain why Acad gets overlooked now I think about. Wasn't a lot of early CGI work done using it and then it grew into something else?

You might look at the September, 2003 emitter library for Particle Illusion:

You could also drop a post over at the Cow PI forum, it seems to me I've seen some emitter effects that might go where "rulers" has gone. Darryl
