Im I going mad? Didnt the + or - keys raise or lower pitch on audio?

Yes, the ones next to the backspace key (not the numeric keypad).

Split the event wherever you want the pitch to change.

Alternatively, open the audio in SoundForge and use Effects / Pitch / Bend.
