Yes you can. The problem is that your CD master is not as 'loud' as the usual fare these day - not in peak level, but in average apparent level. If you want your music as loud as is currently popular (in the never-ending "my CD sounds louder than yours" race, then you need to apply some form of compression to reduce the dynamic range and bring up the RMS power content.
Try SF WaveHammer, or something like Wave L1, L2. etc plugin.
In Sound Forge, Normalize Peak at 0.1 DB. That's as loud as it gets without compression or other changes to the material. If "loud" is the most important characteristic to you, compress.
