You can normalize, but you'll also raise the level of the noise. Noise reduction would be the ticket there.

If you don't have a noise reduction plug-in, you *might* be able to get away with using a noise gate after normalizing - this will replace all audio below a specified amplitude level with silence. This might be OK, depending on your circumstances, and what other audio tracks you happen to have playing to fill your newly-created gaps.
