Lower bitrate isn't working

I am working on a project for a client. It is a highlight movie of a trip to Australia and New Zealand. It turned out to be about 97 minutes long. At first I burned it on to 2 separate DVDs (NEC 1100A burner) and the client had no problem viewing it on their set top DVD player. I re-encoded it to fit on one DVD and now the client is having problems viewing it. One part of the movie won't play correctly. It plays fine on my set top DVD player. Could this be a problem with the lower bitrate?

Another question. In order to fit the project on one DVD I brought in .avi files and had DVD-A render them. I manually changed the bitrate. If I don't manually change the bitrate will DVD-A automatically do that for me?
