Is there a Luminance/Gain equivalent of the Saturation Adjust Video FX filter?

Have you tried the Colour Curves? If needed you may even add more adjustment-points.

Yes, but color curves adjust brightness, not luminance

You get different results if you increase brightness instead of luminance

I'm looking for a filter that will adjust luminanance the way Saturation Adjust filter does

The only way I can increase luminance is with the color correction filter
That forces you to lighten the entire frame
because it doesn't allow you to limit the light range of what you're trying to ligthen
