I am using a simple method to exchanche elementary stream .m2v to .mpeg. TMPGenc encoder ( trial version) File->MPEG Tools->Simple Multiplex. Video Input - my .m2v file, Audio Input - empty field ( dummy audio). DVDA works OK with mpeg files with "dummy audio"

To the question about ac3.
AC3 is a beast of a thing, a truly brilliant one but. It is only an output format. It can handle an almost infinite dynamic range by using floating point numbers, it incorporates a complex compression system etc.

To turn it back into something manageable can be a bit of an art, I've done it using BeSweet but I was lucky it was only stereo AC3 with very little dynamic range. If it had been something produced for cinema (as opposed to a DVD mix) I may have run into many problems. I'm not saying you cannot get a good stab at it but its not something that you'd put into a professional product.
Plus unless you're pirating DVDs why do you need to do it?
