Set a new keyframe further down the event timeline and change the settings. The "interpolation" between the two settings will be the "movement" (unless the kyframes are set to HOLD.

As Jessariah suggested, you need to set a new keyframe and change some of the settings. In particular the Progress (in degrees) will put the noise in motion. Just make a new keyframe. I usually just press the Last Keyframe (>|) button which will quickly go to the end of the media and then press the Create Keyframe (insert) (+) button to add a keyframe at the end. Now drag the Progress (in degrees) slider to the right and play the media (F12).

You can read about what each of the sliders do in the Help file. Quickly, by adjusting the Offset X,Y you can make the media move up, down, left and right over time. Changing the Frequency X,Y you can make the noise more or less dense in the X or Y direction. Changing the Number of layers will create a more complex noise pattern.

If that doesn’t work, at least now you know how to make a tissue dance. ;-)
