making effects

just wondering..ive been wanting to ask this for a while but i always forgot...is it possible to like make your own effect different from all the ones that come with Vegas? like i thought of one where everything turns all rainbowish colors and the colors phase everywhere and it looks like metallic and stuff...is it possbile to make such a effect like that or any type that you can think of with out having to know C++ programming and make your own plugin? there should be a program that Sony makes that makes custom Effects to suit any type of editor.

There are MANY plugins that allow for this. It's not about the tools, it's about the know-how.
Vegas is a reasonably good compositor, and when you add various included filters, and add third-party tools like Pixelan or Zenote, Boris, or Panopticum, possiblities are virtually limited only by your imagination.
You can also use masks, generated media, and more to create great looks.
