Making PAL render of NTSC footage

If I render my NTSC footage as a PAL mpeg2 to make a European compatible DVD-R, how good will the conversion look? What can I do to optimize this process?

It is not a simple process because the different frame rates.

Canopus Procoder has a specific built in utility for NTSC to PAL (& vice versa) conversion. All reports suggest it is an excellent MPEG encoder too.
