Adobe's Elements Organizer will do what you want. It's bundled with Photoshop Elements and Premiere Elements -- though it's designed to interface with those two programs, so its tags, etc., won't appear in any Vegas projects.

You may also want to check out Picasa. It may only work with photos, but it's free and has some very nice cataloging features.

No, Picasa 3 catalogs videos too. It just goes out to your hard drive and finds them. And it shows you thumbnails of the content, lets you add a description to each folder, and allows you to view the videos as well. Just basic editing--in and out points--and it does support exporting and uploading to YouTube.

I use it with AVCHD and it works fine. I tend to give my folders descriptive names, which really helps.
